dont worry about this, it is perfectly normal especially before sex (not sure about masturbation!) it is just your body getting nervous so either try to ignore it and your body will focus on the sex after a few mins, or if u really need to go then go but this shouldnt happen every time... maybe try going just before things start to really hotten up. when you are having sex, however, a need to pee (in a girl at least) is a common sign that your body is approaching orgasm! but try not to think about it too much as this can "scare the orgasm away" and it is incredibly frustrating. hope that was helpful!”
