No, it is absolutely normal for you to not be able to ejaculate at the age of 15. Males sometimes only go through puberty when they are 18. If you cannot ejaculate now then that is ok, but if you still cannot ejaculate by the time you reach 18 seek advise/help from your local GP

Unlikely. Presuming you're a relatively late starter of puberty, things can still be somewhat immature at this stage and ejaculation not as easily achieved. There's also the issue of your continuing to discover how your body responds.
Providin g you have started to go through the changes of puberty, I would not be concerned.
